Athens δακτύλιος (daktylios) and rental cars

No, it does not apply right now. The 2025-2026 δακτύλιος period ran from 20 October 2025 to and including 24 July 2026, and it ended on that date. As of 27 August 2026 no decision has been published for a 2026-2027 period, so there is no odd or even plate restriction in central Athens at the moment. The 2025-2026 decision contained a clause that mattered directly to anyone hiring a vehicle: cars rented by foreign visitors to Greece, and by Greeks permanently resident abroad, were exempt for the first forty days of their stay, provided a copy of the rental agreement, the μισθωτήριο συμβόλαιο, was in the car. The decision for 2026-2027 has not been published and may differ, so everything below describes the decision that has expired.

What the δακτύλιος is, and when it applied

The δακτύλιος, literally the ring, is a traffic restriction over a defined area of central Athens. When it is in force, whether a car may drive inside that area depends on the last digit of its plate: on even-numbered dates, plates ending in 0, 2, 4, 6, 8 may circulate, and on odd-numbered dates, plates ending in 1, 3, 5, 7, 9. Everything in this section comes from ΚΥΑ 169743/2025, that is, from the decision that expired on 24 July 2026.

The hours are set by article 2 of the decision: Monday to Thursday 07:00-20:00 and Friday 07:00-15:00. You will find pages, Greek and English alike, printing different hours. The text of the decision governs. The measures did not apply on official public holidays, nor on days when there is a strike of workers across all public transport modes. Saturday and Sunday fall outside the Monday to Friday wording of the decision.

The scope is narrow. It covers private-use passenger cars (επιβατηγά αυτοκίνητα ιδιωτικής χρήσης) and private-use goods vehicles with a maximum laden mass, ΜΑΜΦΟ, up to 2,200 kg. A Greek-plated rental car is a private-use passenger car, so it sits inside that scope unless an exemption applies.

Where the ring's boundary ran

Under the 2025-2026 decision, the δακτύλιος is the area enclosed by the following avenues and streets:

  • Λ. Αλεξάνδρας
  • Ζαχάρωφ
  • Λ. Μεσογείων
  • Φειδιππίδου
  • Μιχαλακοπούλου
  • Σπύρου Μερκούρη
  • Βρυάξιδος
  • Υμηττού
  • Ηλ. Ηλιού
  • Ανδρ. Φραντζή
  • Λ. Ανδρ. Συγγρού
  • Χαμοστέρνας
  • Πειραιώς
  • Ιερά Οδός
  • Λ. Κωνσταντινουπόλεως
  • Αχιλλέως
  • Πλατεία Καραϊσκάκη
  • Καρόλου
  • Μάρνη
  • 28ης Οκτωβρίου (Πατησίων), back to Λ. Αλεξάνδρας

One detail is easy to miss. The boundary avenues and streets themselves are not subject to the restriction. Λ. Ανδρέα Συγγρού and Πειραιώς are boundary roads, so driving along them is not restricted. The moment you turn off them into the enclosed area, the restriction applies normally.

Many Greek pages reproduce a truncated version of this list that stops at Ιερά Οδός. The list above is the one set out in the decision.

Did the δακτύλιος apply to rental cars?

The 2025-2026 decision contains an express carve-out for hire. Cars rented by foreign visitors to Greece and by Greeks permanently resident abroad are exempt for the first forty days of their stay, on condition that a copy of the corresponding μισθωτήριο συμβόλαιο, the rental agreement, is in the car. The same provision allows the rental company to move such a car to and from the handover point, meaning airports, ports, hotels and similar places. Earlier decisions repeat this exemption, but the 2026-2027 decision has not been published and may differ.

The exemption attaches to who rented the car, not to the plate. The same Greek-plated car is covered when the hirer named on the μισθωτήριο is a foreign visitor or a Greek permanently resident abroad, and on the face of the decision is not covered when the hirer is a Greek resident. The decision does not address who is driving. We found no source describing how that is handled at an actual roadside check, so we state only what the text says.

Two points the text leaves open, both worth raising with the rental company. First, the forty days are counted as the first forty days of the renter's stay in Greece, which points to entry into the country rather than to the start of the rental, and we found no enforcement guidance either way. If you plan to stay longer than forty days, that is the case to ask about. Second, the decision requires only the copy of the rental agreement in the car. Whether a passport or entry stamp is also asked for is unsourced.

Separately, clean vehicles are exempt:

  • factory pure-electric, hybrid-electric, CNG and LPG vehicles
  • EURO 6 cars emitting under 120 g/km CO2 (NEDC), first registered in an EU member state up to 31.12.2020
  • EURO 6 cars emitting under 145 g/km CO2 (WLTP), first registered from 01.01.2021 onward

That clean-vehicle exemption is not automatic. It requires a special permit, the ειδικό σήμα, which under article 4 of ΚΥΑ 169743/2025 is granted through the Ενιαία Ψηφιακή Πύλη (gov.gr) or the Ψηφιακό Αποθετήριο. We found no source setting out exactly who may apply for it, so ask the company whether that specific vehicle holds a σήμα. We have no source on how commonly Greek rental fleets hold them either.

Does it apply to scooters, motorcycles and bicycles?

The decision covers private-use passenger cars and private-use goods vehicles up to 2,200 kg. Two-wheelers, motorcycles, mopeds, quads and bicycles are nowhere mentioned in its text. Note the wording carefully: the decision leaves them out by silence, not by a clause stating that they are exempt.

A claim circulates online that the δακτύλιος was extended to δίκυκλα on the same odd and even basis. It does not follow from the decision, whose text does not mention them at all.

The fine, and who ends up paying it

Breaching the δακτύλιος carries an administrative fine of one hundred and fifty (150) euro. The chain is: ΚΥΑ 169743/2025 refers to article 55 §6 of Ν. 5209/2025, which places the breach in violation class Ε2-Α, and article 108 of the same law sets Ε2-Α at a 150 euro administrative fine. Class Ε2-Α carries no withdrawal of the driving licence. Note that the Κ.Ο.Κ., the Greek road traffic code, is now Ν. 5209/2025, which repealed Ν. 2696/1999 with the exception of a few of its articles (article 115).

Separately from the fine, a driver who does not comply with police instructions to park at a specified point or to leave the prohibited area immediately faces imprisonment of up to one year. That is for refusing the instruction, not for the plate-and-date breach itself.

How such a ticket actually reaches a renter, whether the company receives it and recharges it to your card, and with what administrative fee, is not set out in any public source we found. It is a matter for the rental agreement, so ask the company before you sign.

On enforcement we cannot say anything firm. There is reporting about a move to electronic certification of violations and about cameras operating in Attica, but the violation types described there are others. Do not assume a δακτύλιος breach will be caught on camera, and do not assume it will not.

How to check whether the δακτύλιος is in force

The δακτύλιος is set each year by a joint ministerial decision, a ΚΥΑ, of four ministers: Citizen Protection, Infrastructure and Transport, Environment and Energy, and Digital Governance. It is not announced by the Region of Attica, although that is often written. The clean-vehicle σήμα is granted through the Ενιαία Ψηφιακή Πύλη (gov.gr) or the Ψηφιακό Αποθετήριο, under article 4 of ΚΥΑ 169743/2025.

The official page for the σήμα is the gov.gr service page, «Σήμα κυκλοφορίας εντός δακτυλίου της Αθήνας», and the decision itself is published in the ΦΕΚ. The English version of that page is updated later than the Greek one.

The measure is traditionally suspended over the summer and returns in the autumn. The 2025-2026 period began on 20 October 2025, and the preceding decision, 195948/Φ.911, was signed on 7 October 2024. Press reporting in August 2026 says the return date for 2026-2027 is expected to be determined in the coming weeks and that no official date exists yet. No source names a month, which is why none is printed here.

A suspended δακτύλιος does not mean central Athens is unrestricted. The δακτύλιος decision expressly does not affect the restrictions on the Εμπορικό Τρίγωνο, the commercial triangle enclosed by Αθηνάς, Πλ. Ομονοίας, Σταδίου, Πλ. Συντάγματος and Μητροπόλεως, which are set by a separate instrument (ΔΜΕΟ/στ/οικ./1894/Φ919/1.8.1997). We did not independently verify that instrument's current force or exact contents. There is also a separate measure for the μεγάλος δακτύλιος, the large ring, for which we found no confirmed source either for its text or for the conditions under which it is activated.

One more correction to something often stated absolutely: permanent residents inside the ring are not simply exempt. They are exempt only with a colour-coded entry and exit card issued by the Municipality of Athens, and even then may move only within a predefined zone, Α, Β, Γ or Δ, by the shortest route to and from their home. We found no source setting out what breaching the zone or the hours carries.
